scsi: MAINTAINERS: Update ibmvscsi_tgt maintainer

Michael has not been responsible for this code as an IBMer for quite some
time. Seeing as the rest of the IBM Virtual SCSI related drivers already
fall under my purview replace Michael with myself as maintainer.
