Merge branch 'convert-doc-to-rst'

The kernel is moving files under Documentation to use the RST
(reStructuredText) format and Sphinx [1].  This patchset converts the
files under Documentation/bpf/ into RST format.  The Sphinx
integration is left as followup work.
