[OBV] gdbserver: Only write ipa_tdesc_idx if agent is actually loaded.

Fixes rather embarassing gdb.trace regressions.

gdb/gdbserver/ChangeLog:

* tracepoint.c (cmd_qtstart): Only set ipa_tdesc_idx if agent
is actually loaded.
